The PCR was performed utilizing methods and procedures consistent with established commercial practices, that follow guidelines set forth from the ASTM E 2018 – 15 Scope of Work. EBI utilized visual observations in the field, municipal information reasonably obtained, information provided by the Pioneer Charter School of Science, and a review of readily available and supplied drawings and documents. The condition assessments addressed the following fields: pavement and parking, landscaping and amenities, building structure and façades, roof, major mechanical systems, and system(s) responsibility.
Upon completion of the Subject Property’s assessments, EBI delivered a comprehensive breakdown and findings for the items assessed, along with suggested repairs that required immediate attention, short-term repairs, and replacement reserves to the client. Cost estimates were also provided, based on data obtained from immediate needs for the school, quotes from contractors, EBI's in-house Acquisition database costs, EBI’s experience with costs and estimates for similar issues, property and building types, city cost indexes, and assumptions regarding future economic conditions.
