Fannie Mae retained EBI Consulting to conduct a Property Condition Assessment for the foreclosure of a 280-unit multifamily residential complex located in Houston, TX. The reports were completed in general conformance with the ASTM E 2018-15 and Fannie Mae PCR guidelines. Our Fannie Mae dedicated staff of engineers, architects, scientists, program managers, and reviewers delivered the high-quality comprehensive reports for which EBI is known, in accordance with the clients’ specifications and time restraints.

Following the Fannie Mae scope of work, EBI conducted the PCA and report to determine the general condition of the property, immediate and long-term repairs or maintenance, and cost reserve estimates. The assessment concluded that the subject property appeared to be in fair to poor condition overall. There were several major Immediate Repairs, and some of the larger repairs included repair/replacement of the building exterior components (siding, trim, and painting), installation of CO detectors in units near fossil fuel burning sources, and to install Alumiconn devices at the property to address the presence of aluminum branch wiring.

EBI also identified the annual costs of physical needs over time for the client. This accounted for items such as roof replacement, replacing carpet and vinyl flooring in the units, HVAC replacement parts, and repairs to concrete walkways. After a visual review of the property, in conformance with EBI’s Modified Accessibility Compliance Checklist and Costs, we concluded that the subject property was not in general conformance with the ADAAG and recommended immediate repairs to complete these modifications.
