The subject property consisted of 151 units across a variety of living arrangements and unit styles. EBI had previously performed capital needs assessment services on this site in 2016 and was re‐engaged recently for additional and updated work.
EBI provided HUD services including a HUD Architectural Plan Review and Cost Analysis using the Capital Needs Assessment (CAN) e-tool. The HUD Plan Review and Cost Analysis is a detailed review of the construction plans, specifications, project cost and associated supporting documents, contracts, reports, qualifications and certifications conforming to the requirements of the HUD 221(d)(4) program scope as defined by HUD.
As of 2017, HUD requires that consultants complete the online CNA e‐tool for all HUD MAP projects. The CNA e‐tool is an automated system for collecting information on projects that are entering into HUD’s portfolio and allows HUD to better track repairs, replacement reserves and energy usage going forward. The e‐tool is a standardized format for all HUD third parties to use.
