This process includes consultation with the relevant State Historic Preservation Officer (SHPO) or Tribal Historic Preservation Officer (THPO) to whether the proposed facility may create an adverse effect on an eligible or listed historic property.
State/Municipal Environmental Compliance - Certain states/municipalities have enacted specific NEPA due diligence requirements. If your public safety project is headed or funded by a state/municipal agency, it is important to understand those specific environmental compliance requirements.
Indian Tribal Governments - Consider the needs of Indian tribal governments when carrying out planning activities. This step is incorporated in the NEPA review process through the use of the FCC TCNS (Tower Construction Notification System).
Other Environmental Concerns - Typically, depending on the scope of the project, a Phase I Environmental Site Assessment (ESA) is conducted in accordance with ASTM Standard E 1527-05. The purpose of the Phase I ESA is to identify visual or documented recognized environmental conditions that could have had an adverse environmental impact on the areas proposed to be occupied by the project.
