WIRELESS CARRIER SAFETY PROGRAM PORTFOLIO
EBI Consulting assisted a major national wireless carrier with the implementation of comprehensive RF-EME safety programs for over 800 rooftop and tower sites. EBI Consulting worked with the carrier to develop a fast-track program involving worst-case modeling and point-of-use safety plans for on-air and new development sites that would be easy to implement while still satisfying all FCC and OSHA RF-EME safety requirements. The EBI Consulting team worked closely with the client to integrate their corporate engineering and health/safety specifications. The resulting site-specific written safety and signage plans integrate client conditions and regulatory requirements in an easily read format that could be used by landlords and building managers. The safety plans for the sites were prepared over an aggressive 6-month timeline using mostly client supplied documentation. Less than 3% of the plans required site visits to complete.
ON-SITE MONITORING
EBI Consulting performed on-site RF-EME monitoring for several sites in response to additional concerns from property owners. As an example, monitoring was performed on the rooftop of a residential building in Connecticut in response to concerns from the members of the elevator workers union who were on-site to fix the elevators. At this site, EBI Consulting conducted rooftop RF-EME monitoring to demonstrate safe areas for workers on the roof and confirm the results of the RF-EME modeling as presented in their site specific RF-EME safety plan. The monitoring confirmed that, as outlined in the safety plan, there were no areas on the building rooftop that exceeded the FCC standards for occupational and general exposure. As such, the elevator workers could safely conduct their repairs and necessary maintenance activities.
COMPLIANCE REPORT
EBI Consulting prepared a Radiofrequency Emissions Compliance Report on behalf of a national wireless carrier for the installation of telecommunications equipment on a “stealth” monopole adjacent to a fire station in Nevada. The property owner, the county fire district, was approached by the firefighters union with concerns about the levels of RF-EME exposure their members would undergo. In response to this concern, and to ensure compliance with their municipal code requiring that the proposed equipment confirm to all FCC safety standards, the county required the carrier to provide a report on the levels of EME exposure personnel would be subject to under existing and proposed conditions, before they would agree to host additional wireless facilities. The carrier contracted EBI Consulting to perform testing and modeling to assess the RF-EME exposures on personnel at the site. This report evaluates the potential cumulative impacts from operation of the existing and proposed telecommunications facilities on the property. Several similar reports were prepared to meet local/municipal RF-EME ordinances requiring cumulative impact assessments from several co-located carriers and adjacent telecommunications facilities.
