Frank Previte
Founder and Chief Executive Officer
Mr. Previte, founder and CEO of EBI Consulting, has over 40 years of  top  management experience.  Mr. Previte has a bachelor’s degree in biology from Boston College and a  master’s in  business administration from Boston University.  Mr. Previte also completed graduate studies in advanced biological chemistry at Boston University.  He has served on the Environmental Studies Committee at Boston College, the Advisory Council at the University of Massachusetts-Boston School of Management,  the Board of Trustees of Winchester Hospital, as a Corporator of Winchester Hospital, on the Board of Directors of Kaye Instruments Inc., and as a Trustee of The Arthritis Foundation. 

Charles Losinger, P.E.
Executive Vice President and Chief Operating Officer
Mr. Losinger, a partner at EBI  Consulting, is responsible for directing the daily operations of the firm. Mr. Losinger has over 30 years of experience in the engineering and environmental, health and safety fields, and has successfully completed thousands of project assignments.  Mr. Losinger has experience in dealing with national real estate portfolio due diligence transactions, property condition assessments, engineering evaluations, and environmental site assessments.  He has also developed and implemented comprehensive EHS management systems and training programs, designed and applied remediation systems and industrial compliance programs, and worked on pollution prevention and waste minimization management.  Mr. Losinger earned both a bachelor’s degree and a master’s degree in engineering from Rensselaer Polytechnic Institute.  He also earned a master’s in business administration from Northeastern University.  Mr. Losinger is a registered professional engineer.

Stephen Kmiotek, Ph.D., P.E.
Senior Vice President & Manager, Environmental Health and Safety Services
Dr. Kmiotek has more than 25 years of experience in the chemical industry and environmental engineering and consulting. Dr. Kmiotek has assisted clients with regulatory analysis and environmental compliance issues, including interactions with regulatory agencies, particularly in the field of air pollution control. He is the manager of EBI Consulting’s environmental, health and safety services group.  Dr. Kmiotek holds a Ph.D. in chemical engineering, is a registered professional engineer (chemical) and currently serves as treasurer of the New England Section of the Air and Waste Management Association (AWMA).  Dr. Kmiotek is also an adjunct faculty member at Worcester Polytechnic Institute.

Nolan P. Previte
Managing Director
Mr. Previte manages EBI Consulting’s real estate due diligence services.  Mr. Previte has more than fifteen years of experience in environmental and property condition due diligence for investment bankers, mortgage bankers and real estate investors.  He has successfully completed due diligence support for hundreds of property transactions worldwide, and specializes in large or difficult portfolio securitizations where solid security ratings and investor response are a significant issue.  Mr. Previte earned a bachelor’s degree in biology from Boston College and a master’s degree in business administration from the Boston College Carroll School of Management. He has received certificates in the Fundamentals of Real Estate Finance and Advanced Topics on Real Estate Investments Trusts (REITs) and Commercial Mortgage-Backed Securities (CMBS) from the Massachusetts Institute of Technology Center for Real Estate.  Mr. Previte is also a member of the Mortgage Bankers Association.

Robert K. Gingras, P.E., DEE
Vice President, Wastewater Compliance Programs
During Mr. Gingras's more than 27 years in the environmental engineering business, he has designed and implemented pollution prevention/waste minimization and recycling systems for a variety of clients including those in electronics, metal finishing, textiles, health care, biotechnology, commercial laundries, and printing industries. He has completed numerious projects such as: comprehensive environmental audits, aquatic toxicity reduction studies, water and materials reclaim evaluations, environmental permitting, facility expansion designs, facility decontamination, regulatory liaison assistance and technical support to legal counsel in defense of enforcement actions. Prior to joining EBI Consulting, Mr. Gingras was a senior program director at Earth Tech, the chief design engineer at a local pollution control systems design firm, and an associate and manager of environmental & process engineering with another environmental consulting firm. Mr. Gingras is a registered professional engineer in six states and is also a licensed soil evaluator and a grade VI licensed wastewater treatment plant operator in the Commonwealth of Massachusetts. The American Academy of Environmental Engineers (AAEE) certified Mr. Gingras as a Diplomate of Environmental Engineering (DEE) in 1990 and in 1998, and he was elevated to the prestigious grade of Fellow in the American Society of Civil Engineers (ASCE). Mr. Gingras earned both bachelor's and master's degrees in civil engineering from University of Massachusetts-Lowell.

Dan Spinogatti Jr., P.G., REM
Senior Vice President
Mr. Spinogatti manages EBI Consulting’s western region operations, overseeing assessment projects for financial and real estate clients throughout the West Coast. He has over 15 years of real estate assessment experience, and is a registered professional geologist and a registered environmental manager.  Mr. Spinogatti specializes in dealing with multifamily environmental and engineering assessments, including Fannie Mae, Freddie Mac, and HUD scopes of work.  His technical expertise also includes hydrology, water treatment, soil/groundwater remediation, and use of constructed wetlands for water quality improvement.  Mr. Spinogatti earned a bachelor’s degree in environmental studies Richard Stockton College of  New Jersey and a master’s degree in hydrology/hydrogeology from the University of Nevada.   He has completed technical and professional training in third-party multifamily accelerated processing (MAP), property condition assessments, AHERA asbestos building inspection, and strategies for conducting indoor air quality investigations. 

Jeffrey T. Smith
Vice President, National Operations Manager
Mr. Smith has more than 15 years of experience in the environmental consulting field. His current responsibilities include management of national operations for EBI Consulting's real estate group.  Previously, Mr. Smith managed transaction screens, phase I environmental site assessments, characterization and risk assessments, underground storage tank closures, asbestos and lead paint surveys, voluntary cleanup program submittals, and third-party report reviews.  Mr. Smith holds a bachelor's degree in biology from the Indiana University of Pennsylvania.
