FAA Compliance Studies (TOWAIR, Airspace)

EBI provides a full range of regulatory services to ensure that proposed towers/structures are fully compliant with the FCC's and FAA's "slope test" and antenna registration procedures to minimize impacts to nearby airports. We have completed hundreds of these analyses for national wireless carriers, and provide FAA compliance tracking support for sites in development as a part of this program.

Our services may include the following components:

  • FCC TOWAIR Analysis – We will utilize relevant design information to determine if the antenna structure requires registration with the Federal Communications Commission (FCC).
  • FAA AirSpace Analysis – Using key information we will determine the impact of a proposed or existing structure on the aeronautical environment and determine whether registration with the Federal Aviation Administration (FAA) is required.
  • FAA Terminal Instrument Procedures (TERPS) – If requested we can analyze impacts on Instrument Approach Procedures. This is not specifically defined nor required by the FCC.

The results of the Slope Test will be summarized in a one-page report with supporting documentation. EBI can assess whether AM broadcast towers are near the proposed structure and if AM coordination is necessary.

FAA 7460-1 Filing and FCC Antenna Structure Registration:

If the structure requires registration EBI will prepare and file the necessary forms to the FAA to begin the filing process. If the structure is approved and filing with the FCC is required, EBI will submit the FCC 854 Form, Antenna Structure Registration. If the FAA assigns marking and/or lighting to the structure, EBI can summarize FAA and FCC requirements for painting and/or lighting of towers as applicable to the client’s installation. If the FAA requests supplemental notification, EBI will also file FAA Form 7460-2, Notice of Actual Construction or Alteration.
